  1. POSITION SUMMARY

World Wide Fund for Nature (WWF) is an International Conservation-NGO with the mission to stop the degradation of the planet’s natural environment and build a future in which humans live in harmony with nature. We are striving to sustain the natural world for the benefit of people. From individuals and communities to business and government, we are part of a growing coalition calling on world leaders to set nature on the path to recovery by 2030. Together, we seek to protect and restore natural habitats, stop the mass extinction of wildlife, and make the way we produce and consume sustainable.

WWF Tanzania through the Energy and Climate Change Program has received grants from CS Mott Foundation to host an innovative Distributed Renewable Energy Ecosystem Model (DREEM) 3.0 Hub in Tanzania. The DREEM 3.0 Hub will support a diverse spoke partner from across agriculture value chains including CSOs, private sector, communities and government to identify, test, and advance decentralized renewable energy solutions climate solutions in the agriculture value chain in Tanzania. The Hub is designed to promote productive use of renewable energy (PURE) and energy efficient technologies to enhance productivity and effective post-harvest management in the agriculture value chains in Tanzania. The DREEM 3.0 Hub will work in parallel with two other DREEM Hubs in Kenya and Uganda- focused on testing innovations in the horticulture and dairy sectors, respectively. The Hubs are envisioned to be long standing centers of excellence for stimulating adoption of PUSE technologies through spoke partners to address barriers to and risks of adopting PUSE technologies in the agricultural sector. The DREEM 3.0 Hub in Tanzania is set to be launched officially in 1st October, 2024 with a focus on accelerating the uptake of PUSE technologies in the dagaa value chain (end-to-end intervention), with a preliminary geographic focus in Mafia Island. WWF is seeking a Senior Officer to provide broad managerial support to the Hub and coordination of an ecosystem of spoke partners in the implementation of the dagaa value chain interventions. Under the supervision and guidance of Energy and Climate Change Practice Coordinator, she/he will have the responsibility for the successful oversee the day-to-day implementation of all the dagaa value chain interventions as per the set deliverables. As a program Officer, you will also support engagements with key stakeholders in PURE space, with the main aim of influencing policies and strategies, as well as regulatory interventions necessary for adoption and scaling interventions in the agriculture value chains.

  1. MAIN DUTY AND RESPONSIBILITIES
  • With the guidance of the line manager, support day-to-day operation of the DREEM Hub in Tanzania and the dagaa value chain interventions.
  • Lead project strategic spoke partners in planning process including multi- and annual work plans and budgets, value chain intervention review sessions, and seascape planning and review meetings;
  • Support and work with project beneficiaries (Mafia Island Local Government Authority, local fisheries community, Ministry of Agriculture and Fisheries, and value chain actors);
  • Ensure a good working relationship with all relevant stakeholders including but not limited to WWF Tanzania Country Team, Spoke partners, Strategic Government Partners, Development Partners, CSOs and other sector stakeholders;
  • Oversee administration of funds and equipment. And monitor project expenditures to ensure activities are implemented within budgetary guidelines;
  • Lead, organize and support all DREEM Hub stakeholders’ meetings, workshops and working sessions;
  • Timely prepare field, quarterly, semi-annual and annual technical reports and submit the same to the Program Coordinator for review;
  • Adhere to the reporting guidelines of the Mott Foundation including templates and work with project team and partners to ensure that the reporting requirements are met.
  • Support and lead recruitment of DREEM Hub/ dagaa value chain consultants including drafting of all consultant terms of reference (TOR), evaluation, and management of contract outputs and deliverables, and quality assurance of the consultancy work;
  • Support operations and procurement teams in the preparation and procurement of project equipment and assets;
  • Participate effectively in DREEM Hub meetings with WWF-US, Mott Foundation and any other relevant meeting sessions;
  • Work with Regional DREEM Hubs (Kenya and Uganda) in the organization of DREEM Hub Annual General Meetings (AGMs) and other regional DREEM Hubs network cross learning sessions/meetings;
  • Develop and implement mechanisms that will strengthen relationships between Tanzania DREEM Hub and government counterparts;
  • Support WWF Communication team in the designing and preparation of DREEM Hub and dagaa value chain public awareness and communication channels and materials;
  • In collaboration with the MEPteam, support time to time intervention monitoring implementation progress, and identify and address implementation challenges in collaboration with the Hub spoke partners. Manage documentation and dissemination of dagaa value chain results, including preparation and submission of progress reports and presentations;
  • Coordinate and support in the design and implementation of DREEM Hub/ Dagaa value chain assessments and terminal review/evaluation including designing of management responses;
  • Support to ensure ESSF is implemented accordingly and perform a risk assessment of the planned interventions on a quarterly basis;
  • Engage and work with WWF TCO Fundraising team including fundraising manager, Energy and Climate Change and Marine/Seascape Specialist in resources mobilization for the future sustainability of the DREEM Hub in Tanzania. Contribute to development of funding proposals to expand the growthof the DREEM Hub work in the PURE space.
  • Undertake any other relevant work as assigned by the linemanager.
  1. Qualifications and Experience
    • At least a Tanzanian with postgraduate qualifications in Energy Economics, Mechanical or Agriculture or Electrical Engineering, Renewable Energy, Economics, and other relevant studies.
    • At least 8 years working experience in renewable energy technology development programs/projects, value chain development, etc.,
    • Proven competence and skills in technology innovation particularly productive use of energy (PUE), food science and technology, report writing, and high-level presentation and engagement with decision partners and decision makers;
    • Knowledge and experience of working with conservation NGOs and/or international organizations and development partners;
    • Knowledge of Climate Change issues including CO2 emission reductions, Monitoring, Reporting and Verification (MRV) and other mitigation aspects;
    • Fluent in English and Kiswahili
  1. Skills and Qualities

The position requires a senior strong candidate with competence in management of project/programs and ability to work independently but diligently. The candidate must demonstrate ability to lead, mobilize, motivate others to innovate and work with an ecosystem of diverse stakeholders to achieve desired goals and results. In addition, the candidate must be fluent in Kiswahili and English languages and have high competence in computer skills (Office file Management- MS Word, Excel, PowerPoint and Internet), communication, presentation skills and report writing. Furthermore, the individual must demonstrate basic knowledge and understanding of financial management and accounting procedures. The candidate should also make every effort to understand, respect and promote WWF core values.

  2. Internal:Interacts and works closely and on a regular basis with the DREEM Hub team, program practice, operations and finance staff in WWF Tanzania Country Office.
  1. External:Interacts as required with the Donor/Mott Foundation, spoke partners, government sectors ministries, departments and authorities’ officials, CSOs, private sector and communities.
