Programme Manager – Sustainable Prosperity Team
This role provides programme management leadership for the team’s infrastructure and trade programming, currently including two programmes: Trademark Africa (TMA) and Corridors for Growth (C4G). These programmes help to deliver BHC’s objectives on improving infrastructure and expanding trade. You will be the Programme Responsible Officer (PRO) for both programmes, with responsibilities set out in the Programme Operating Framework. Both programmes are in the penultimate years of delivery and the PRO will play a central role in shaping the future programme portfolio.
The TMA programme is well established, entering their third 7-year strategy. TMA is a Centrally Managed Programme (CMP) but with a bilateral Tanzania budget, workplan and dedicated BHC programme team. In Tanzania TMA’s work focuses on 6 main areas: Trade and investment environment; Improved quality and value of traded goods; Digital systems for trade; Physical connectivity; Greening trade (to reduce carbon emissions in transport and agriculture); and Inclusive trade (to support women and youth led businesses). As a well-established, multi-donor programme, the role of the programme manager will be to ensure continued programme compliance and drive strong results, including through engagement with key internal and external stakeholders.
The C4G programme is a World Bank Trust Fund that has been running for 6 years. Administratively the Trust Fund covers two different components, delivered by separate World Bank technical teams – the first covers transport infrastructure, including the modernisation of the Port of Dar Es Salaam and climate resilience of road networks. The second supports Tanzania’s Public Private Partnerships Centre including through project preparation and technical assistance to build government capacity to implement Public-Private Partnership projects. A third component of C4G is led by BHC’s Security and Justice (S&J) Team addressing the vulnerability of exploitation at transport hubs. As PRO you will be responsible for engaging with S&J’s programme lead to ensure full oversight of the C4G programme.
The role sits within the Sustainable Prosperity Team, which is responsible for delivering the economic and climate change objectives of the BHC’s Country Plan. The team is diverse and friendly, and you’ll get the opportunity to work alongside advisors, experienced programme managers and diplomatic experts. The team also works closely with DBT (Department for Business and Trade), allowing exposure to the mission’s work on increasing UK trade and investment with Tanzania. It’s an exciting time to be joining the team as it scales up its programmatic work.
Roles and responsibilities
The role requires the ability to build trust and influential relationships with suppliers and partners to deliver effectively. You will be required to take responsibility and lead the strong delivery of a range of programme management tasks. This will include managing the programme cycle, risk, finances, engaging with implementing partners, driving forward implementation, and ensuring programmatic compliance. The successful applicant will work closely with a range of delivery partners including Government Officials, Multilateral and Bilateral donors, NGOs and Private Sector Suppliers. The job-holder may also be required to support the use of non-programmatic levers to deliver programme and team objectives e.g. policy engagement, facilitating engagement of UK expertise or working with the private sector. More specifically:
Effective management of UK ODA projects in line with PrOF Rules:
Develop and maintain strong, respectful working relationships with both internal FCDO colleagues and suppliers, acting as a first point of contact on project management issues (financial, commercial, risk, comms and general project management).Apply best practice in assuring programme compliance as per FCDO’s Programme Operating Framework (PrOF) and Financial Management Guidance.Develop and maintain comprehensive programme delivery plans.Conduct and refresh due diligence assessments (DDAs) as required, drawing on multiple sources to identify and analyse risk exposure and put in place appropriate controls and mitigating measures.As required, and with support from FCDO procurement specialists, manage any ongoing contractual issues, including contract amendments.Lead risk discussions with programme partners and update risk registers.Ensure key risk management tools (DDA, delivery chain maps, fraud and safeguarding risk mapping) are used to manage programme risks.Support revision of the programme results framework (Logframe) and theory of change.Support the collection of key data on the programme impact and results, including through field visits.Contribute and/or lead formal programme performance reviews (Annual Reviews, Programme Completion Reports etc.).Ensure all project data is loaded onto HERA, AMP and DevTracker.Ensure programme lessons are learned and disseminated across the mission.Ensure strong financial management, including forecasts, and in year budget management.Scrutinise requests for budget and/or contract adjustments to ensure VfM and escalate decisions to the SRO as required.Cross team/mission functions
Possible line management of one EO Programme Officer.Respond to ad hoc commissions for programme data from finance and senior management colleagues as required.Support wider cross-mission corporate and administrative initiatives.Take active responsibility for continuous improvement and supporting the office’s programme management and commercial capability.The role offers an exciting opportunity to lead on programme management with opportunities for in house learning, formal training and fields visits as part of learning and development. The role will include some flexibility to work across the mission on other tasks as part of 10% work, allowing the candidate to develop across a range of areas.
