Terms of Reference: Conduct an Environmental Analysis for the BRIGHT Project in Tabora, Tanzania

1. Background

Nutrition International (NI) is a global nutrition organization aimed at improving the nutritional status and health of vulnerable groups, particularly women, adolescent girls, and children. NI is implementing the seven-year (2022-2029) “Building Rights for Improved Girls’ Health in Tanzania” (BRIGHT) project in Tabora, Tanzania. Funded by the Government of Canada through Global Affairs Canada (GAC), the project is implemented in partnership with the Government of Tanzania, EngenderHealth (EH), and Young and Alive Initiative (YAI). BRIGHT focuses on empowering adolescents (10-19 years) in eight Tabora councils to exercise their sexual and reproductive health (SRH) and nutrition rights through three approaches:

  1. Strengthening governance and accountability,
  2. Improving service provision, and
  3. Increasing demand for SRH and nutrition services.

NI seeks a consultant to conduct an Environmental and Social Impact Assessment (ESIA) for BRIGHT, including small-scale construction of health facilities, and develop Environmental Management Plans (EMP).

2. Rationale and Objectives

The BRIGHT project adheres to international and Tanzanian environmental standards. Categorized as a Category B project (low to moderate environmental risk), it requires environmental analysis to comply with Canada’s Environmental Screening Criteria and Tanzania’s Environmental Management Act 2004.

Overall Objective: Integrate environmental sustainability into BRIGHT project activities.
Specific Objectives:

  1. Assess environmental impacts of small-scale construction,
  2. Identify adverse and positive environmental impacts with a gender lens, and
  3. Develop environmental and social management measures.

3. Scope of Work

The consultancy has two phases:
Phase One: Assess environmental and social impacts of small-scale construction, develop mitigation measures, and deliver EMPs and Construction Validation Plans (CVP).
Phase Two: Assess environmental impacts of overall project activities, develop EMPs, and train stakeholders on EMP implementation.

  2. Ethical approval,
  3. Draft environmental analysis reports,
  4. PowerPoint presentation,
  5. Validation workshop report,
  6. Environmental Management Plans,
  7. Training plan,
  8. Training materials,
  9. Training report, and
  10. Final report.

5. Ethical Considerations

The ESIA will follow Tanzania’s Environmental Impacts Assessment and Audit regulations (2005, 2018 amendments). The consultant must ensure ethical standards, including informed consent and COVID-19 safety protocols.

6. Qualifications

  • Master’s degree in Environmental Science or related field,
  • 7+ years of ESIA experience,
  • Knowledge of Tanzanian and international environmental frameworks,
  • Strong analytical and report-writing skills, and
  • Proficiency in English and Kiswahili.
