The Opportunity

Abt Associates seeks a qualified global health professional to serve as the learning and policy consultant for the Community Health Workers (CHW) Activity under the USAID-funded Local Health System Sustainability Project (LHSS). The Project aims to help low- and middle-income countries transition to sustainable, self-financed health systems as a means to support access to universal health coverage. Led by Abt Global, the six-year project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.

As the CHW Learning and Policy Consultant, you will have the opportunity to co-design and implement an activity that aims to gather and document relevant regional learnings and best practices related to formally integrating CHWs into policy, regulatory, and budget frameworks, including existing opportunities and bottlenecks to establish a career pathway for CHWs in Tanzania. You will be responsible for coordinating with local stakeholders as well as the in-country Abt and global LHSS teams to ensure technical excellence and operational efficiency.

This is a four-month consultancy position. The anticipated period of performance is January – May 2025. The anticipated level of effort for the duration of the period is up to 40 days.

Core Responsibilities (illustrative)

Lead the identification of documents and stakeholders for consultation; lead technical discussions to shape the learning activity, including relevant learning questions and learning products.
Develop, facilitate, and maintain working relationships with all stakeholders throughout the activity.
Lead data generation and review to address learning questions related to the institutionalization of CHW career progression as part of Tanzania’s Integrated and Coordinated CHW Program.
Lead the process to draft learning brief outline and report, covering key sections and recommendations.
Closely coordinate with the Tanzania Country Lead and LHSS global team for technical, operational, and financial matters.
Contribute to project-level reporting through documentation of activity progress and routine reporting.
Participate in relevant meetings and workshops related to community health workers in Tanzania.
What We Value

Bachelor’s Degree + 8 years of relevant experience, or master’s degree + 6 years of relevant experience, or PhD + 3 years of relevant experience.
Demonstrated experience implementing donor-funded projects, preferably implementing USAID projects.
Experience and knowledge of the community health worker programs in Tanzania is required.
Excellent research, writing, and presentation skills are required.
Experience with desk review, qualitative assessment, and advocacy strongly preferred.
Familiarity with global conversations, stakeholders, and policy priorities surrounding CHWs strongly preferred.
Demonstrated experience working with ministry stakeholders, including the Ministry of Health.
Professional proficiency in Swahili and English is required
